The expenditure on the Original Estimate was exceeded by changes in the plans which, as the works progressed, were considered necessary by the Garden Committee, and by the rugged nature of the ground which on being turned up was found to be a mass of granite boulders, thus entailing the necessity of much blasting, and heavier expenses than anticipated.
The work as far as executed has been efficiently performed, and will from its durability eventually prove a great economy. What remains to be done will, it is hoped, be accomplished before the commencement of the next rainy season.
8.
I find that no provision has been made for this further outlay in the Estimates for the current year, but I have nevertheless felt it right to sanction the expenditure. The Committee have reported that it is absolutely necessary to prevent not only the work being left unfinished, but serious damage.
